Dorian Lawrence MCIOB C.Build E MCABE founded FR Consultants in 2018, with over 30 years of experience in the construction industry. Following the Grenfell tragedy, he identified a need for guidance, accountability, and new services in the relatively recent and constantly evolving façade fire safety landscape. Dorian’s vision to make Britain’s buildings safe, mortgageable, saleable and insurable is realised in FRC’s full suite of services and his mission to educate all those responsible for building safety.
Andrew Saunders 
HM Inspector of Health and Safety (Regulatory), In Occupation Operational Policy | Building Safety Programme (BSR)
Andrew has worked for HSE since 1998, most of that time as one HM Inspectors of Health and Safety. After training, he spent 11 years in Field Operations followed by a decade in onshore major hazards working within a safety report regime with COMAH sites across East Anglia. He joined BSR in June 2021, working in the in-occupation operational policy team. His main areas of work include developing guidance for duty holders on the building assessment certificate process and, in particular, safety case reports; and developing the criteria BSR will use to assess building assessment certificate applications.
Justin Bates

Justin spends the vast majority of his waking hours arguing about leasehold property disputes. His recent cases include the ongoing Canary Riverside litigation on s.24, Landlord and Tenant Act 1987, Avon v Stampfer (Court of Appeal, ground rent demands), Avon v Canary Gateway RTM Co Ltd (Court of Appeal, RTM and shared ownership leases), A1 Properties v Tudor Studios (UT, RTM and defective notices), Assethold Ltd v Eveline Road RTM Co Ltd (UT, buildings qualifying for RTM).  
Simon Allison

Simon is a specialist property practitioner. Described in the Legal 500 as an ‘excellent advocate’, ‘one of the best barristers in the property field’, and as having ‘an encyclopaedic knowledge of residential landlord and tenant work’, Simon relishes all forms of advocacy, and has appeared in all levels of court and tribunal including recently appearing twice in the Supreme Court (cases concerning RTM, and apportionment of service charges). He is widely recognised as a specialist in leasehold management, forfeiture and service charge cases, and has appeared in a number of the leading cases in this area. Simon was shortlisted for Barrister of the Year at the Enfranchisement & Right to Manage Awards 2022.
Ellodie Gibbons
BARRISTER, LANDMARK CHAMBERS
 Ellodie is a specialist leasehold barrister at Landmark Chambers with particular expertise in leasehold enfranchisement, service and administration charge disputes, right to manage and rights of first refusal. She also deals with related areas of law such as easements, restrictive covenants, property related professional negligence and commercial landlord and tenant. Ellodie regularly speaks and writes on landlord and tenant matters. She is a contributor to ‘Service Charges and Management’ (Sweet & Maxwell) and is co-author of ‘Leasehold Enfranchisement Explained’ (RICS Publishing). In 2011 Ellodie was named Barrister of the Year at the Enfranchisement & Right to Manage Awards and was Highly Commended in the same category in 2014. In addition to her private practice, Ellodie is currently assisting the Law Commission with the reform of the enfranchisement legislation.

Julian Davies MRICS MFPWS is recognised as a thought leader for the property industry. With the highly successful Earl Kendrick Building Surveyors as his launch pad, Julian now enjoys a helicopter view of the residential surveying sector and the industry as a whole, and likes to give back to both whenever possible. He is regularly invited to bring his invaluable experience to a wider audience by contributing to publications and representing trade associations, as well speaking at industry events – and often bringing an appreciation of the lighter side of life in the industry.
Mark North

Mark is no stranger to property having started his career as an estate agent in 1991 before spending time in the lettings arena. In 2005 Mark moved into the world of leasehold, working for a specialist law firm where he supported and advised countless managing agents of varying sizes and abilities. Mark joined the Vegner Group in 2018 and is currently responsible for providing training to all areas of the business. Mark’s remit includes training people on the intricacies of leasehold management through to keeping the teams abreast of the challenges created by the constantly moving legislative framework. 
Matt Lewis

Matt is a landlord and tenant lawyer, specialising in complex enfranchisement and related disputes, of Commonhold and Leasehold Experts Limited. Matt is also founder of Leasehold Management Professionals, an organisation providing support and advice through local events to managing agents and other professionals. Whilst based in Bournemouth, Matt’s client-based is wide, including London and the North.
Jonathan Wragg

Jonathan is Director and Lawyer manager of PDC Law and the firm’s Compliance Officer for Legal Practice (COLP). He is also a qualified barrister who practices from Highgate Chambers Limited. Jonathan has worked with PDC for over 10 years and has undertaken property litigation matters since being called to the Bar in 1995. He represents PDC's Law's clients in a range of property disputes in the County Court, First Tier Tribunal and Upper Tribunal. His work includes the recovery of service charge arrears, forfeiture proceedings and orders for sale. He has significant appellate experience. Jonathan is acutely aware of the difficulties faced by property professionals seeking to recover charges. The Law can be complex and can require Landlords to demonstrate compliance with a number of contractual and statutory provisions. His job is to advise Landlords and agents in a thorough but pragmatic way with an eye to the commercial realities they face. Jonathan supervises the Enforcement Team and the Non-Contentious Team.
Shaun Harris

Shaun is the founder and managing director of Harris Associates. He is a chartered building surveyor with over 35 years’ experience across the public and private realms, having previously worked at Balfour Beatty, Ridge and Drivers Jonas (Deloitte) before setting up Harris Associates in 2007. 
As well as providing the strategic direction and leadership for the firm, Shaun specialises in the provision of lead consultant and project management services for large residential developments and is currently advising on residential portfolios across the UK with a combined capital expenditure forecast in excess of £4Bn. 
A keen promoter of continual self-improvement, he oversees the in-house leadership and critical thinking development for all staff as well as leading on the creation of new services.

Simon has had thirty four years working in property insurance, with roles within property companies, managing agents and insurance brokers, giving him a well rounded experience of what clients want. He is currently CEO of Albanwise Insurance Services, a specialist property owners insurance broker that forms part of a larger property group, and which predominantly handles blocks of flats business.
Richard Miller

Richard Miller is a specialist property barrister.  He accepts instructions in all areas of property law including residential and commercial landlord and tenant, mortgage and receivership, easements, restrictive covenants, boundary disputes, adverse possession, trespass, private nuisance, trusts of land, orders for sale and professional negligence.   He regularly appears in the County Court and First-tier Tribunal as well as in the Upper Tribunal and High Court.
Robert Bowker

Robert Bowker has over 20 years’ experience in property litigation. A significant part of his work relates to major works and service charge recovery, in particular projects involving fire safety. In recent years he has been instructed on more than 50 fire safety cases, many of which now involve the Building Safety Act 2022. He works for a wide range of developers, landlords, management companies and leaseholders. His caseload involves working closely with experts including surveyors and fire safety engineers.

It has been over six years since the Grenfell Tower tragedy, five years since Dame Judith Hackitt’s Report and a year and a half since the Fire Safety Act 2021 commenced, and we are now in the depth of the biggest legislative landscape transformation that the UK building industry has ever seen. 

In this session, Dorian Lawrence of FR Consultants, will discuss the biggest and most common pitfalls that those responsible for managing these affected buildings are facing. Including:

  • The confusion that the multitude of legislation is causing.
  • Where do buildings sit with funding and who deals with that?
  • Interim remediation solutions – what is the reality of living with combustible cladding?
  • How do we move forward? Is all of this enough?

Leasehold reform has become a major topic over the last few years. The Law Commission proposals on enfranchisement, RTM and commonhold are still not enacted, but both the government and opposition have expressed support. The Building Safety Act 2022 reveals the problems which come from rushed reform. The government has promised further reforms before the end of this Parliament.

Will anything actually happen? And if so, what? Simon and Justin will take you through:

(a) the existing promised reforms and how far (if at all) the government has made progress;
(b) the problems emerging from the existing reforms; and,
(c) an outline of the Labour proposals, should they form the next government
